The device turns the locking member from the closed to open position and back round axle 7. Side surface 8 of locking member 5 is a surface of rotation. Device 6 has two members 9 and 10 in mesh with each other. Member 10 divides side surface 8 of locking member 5 into proximal part 11 and distal part 13. Proximal easement lines 12 join proximal part 11 with the surface of locking member 5, and distal easement lines 14 join the surface of locking member 5 with distal part 13. Collar 19 with seat surface 20 is located on external surface 18 of ring-shaped body 1. Surfaces of each member 10 are parts of one surface formed by the crossing of mating torus-shaped surfaces having a common axis of rotation of the generating circumferences.
