The lever apparatus an eccentric cam shaft (40) which includes a support shaft section(42) and a pivot pin section (41) having an axis of rotation. The axis of rotation is eccentric to the axis of the support shaft section. A main lever(30) is pivotable about the support shaft section. A secondary lever are operated by pivoting them to pull the cable (20) which is connected th the element to be operated.
