PURPOSE: To provide a required physical property as a powder fire extinguishing chemicals without using an organic chlorine solvent by adding a crushed auxiliary to a mixture of ammonium dihydrogenphosphate and/or ammonium sulfate, crushing them to a specific grain size, mixing a silicone resin with white carbon, and heating them. CONSTITUTION: When a powder fire extinguishing chemical is to be manufactured with no organic solvent used, a crushed auxiliary 0.1-10 pts.wt. is mixed to a mixture 100 pts.wt. of ammonium dihydrogenphosphate 30-100wt.% and/or ammonium sulfate 0-70wt.%, and they are crushed to 177μm or below. White carbon 1-10 pts.wt. and a solicone resin 0.1-2 pts.wt. are mixed and heated. The oil absorption of the white carbon is set to 220ml/100g or above, and silicone oil is preferably used for the silicone resin. A proper quantity of a dye, e.g. an azo dye, is added to this powder fire extinguishing chemical to indicate the manufacturing timing.
