PURPOSE: To provide a coding system in which a moving image signal is coded efficiently. CONSTITUTION: An optional shape area extract circuit 101 extracts a specific area from an input image 201, and a prediction coding decoding circuit 102 codes extracted image data 202 independently of the entire image while referencing to a decoded image 206 of a preceding frame locally decoded. An input image 207 delayed by a prescribed time is coded by a prediction coding decoding circuit 105 by referencing to a decoded image 205 of a specific area decoded by a current frame outputted from the prediction coding decoding circuit 102 or a decoded image of the entire image decoded at a preceding frame. In the area where the decoded image 205 is a valid image, the decoded image 205 is used for prediction processing. The specific area outputted from the prediction coding decoding circuits 102, 105 and th coded data of the entire image are subjected to code conversion and multiplexing by a code conversion circuit 107 and the result is sent to the decoding system. |
