PURPOSE: To prevent the deterioration of a film due to ultraviolet rays, and to ensure waterproofness and moisture permeability by forming the specified thickness of a high-molecular dispersion continuous film and coating the continuous film with a cement finishing coating material in specific thickness. CONSTITUTION: A foundation is adjusted, and coated with a high-molecular dispersion and the dispersion is dried, and a film is prepared, and coated with a cement finishing coating material by troweling, spraying, roller coating, etc. The high-molecular dispersion is applied so as to form a continuous film, in which the dry film thickness of the dispersion is 20-200μm, at that time. The upper section of the dispersion is coated with a cement finishing coating material or a polymer-cement finishing coating material in the thickness of 500μm or more. Accordingly, the coating material which is proper for the finishing of a concrete external wall, etc., and has a concrete protective function and by which peeling is inhibited and deterioration with time is difficult to be generated, can be used for finishing a building.
