PURPOSE: To arrange a macro-cell in one direction without increasing an area of a macro-block and a semiconductor device by arranging pads of adjacent macro-cells constituting a macro-block in an opposite direction. CONSTITUTION: A first macro-cell 200 includes a first inner circuit 206 which is a group of electronic circuits, a first pad 202 for picking up a signal of the circuit to an outside and a first pad wiring 204 electrically connecting the inner circuit 206 and the pad 202. A second macro-cell 201 includes a second inner circuit 207 which is a group of electronic circuits, a second pad 203 for picking up a signal of the circuit to an outside and a second pad wiring 205 electrically connecting the inner circuit 207 and the pad 203. Here, when the first macro-cell 200 and the second macro-cell 201 are arranged side by side, the first pad 202 and the second pad 203 are arranged opposite to each other. |
