PURPOSE: To deliver the still image of an irreversible system by practically performing a data compression for the image. CONSTITUTION: The size reduction is performed for an original image in an image reducing device 7 and further, the size magnification is performed for the image in a magnifying device 8. In a thinning device 9, the correlation corresponding to a block is decided for the original image and the magnified image. When the correlation is strong, the original image block is thinned and the reduced image of the reducing device 7 is substituted. When the correlation is weak, the original image block is encoded as a valid picture element block. The thinning device 9 prepares a thinning table showing '1' and '0' corresponding to the block showing whether this thnning is performed or not. The valid picture element block, the reduced image and the thinning table are outputted to a line. On the side of a reception, the valid picture element block is decoded. As for the thinned block, a magnifying interpolation is performed from the reduced image under the instruction of the thinning block of the thinning table.
