PURPOSE: To provide the channel assignment processing system in which deterioration in quality due to the effect of an interruption wave or the like is prevented while the delay time up to the service provision is decreased. CONSTITUTION: A controller G1 provided in a radio base station B1 is provided with a reception electric field strength comparison section J1 comparing reception electric field strength measured by transmitter-receiver sets E1-1 to E1-7, a control section H1 having a function deciding an initial access channel or a communication channel on the comparison result of the received electric field strength by the reception electric field strength comparison section J1, a threshold setting section K1 setting a threshold of the reception electric field strength and a reception electric field strength maximum channel detection section L1 detecting a channel with the reception electric field strength being a maximum within the threshold on the basis of the comparison result in the reception electric field strength comparison section J1 and the threshold setting result in the threshold setting section K1.
