PURPOSE: To improve brightness and color rendering property by providing a thin film barrier layer of a member having inductivity at a fusing point higher than a heating temperature for sealing two glass substrates between a dielectric layer and a phosphor layer. CONSTITUTION: A transparent electrode 4 is placed on one surface of one glass substrate 2, and an electrode 5 having a reflection function is placed on the other glass substrate 3. A dielectric layer 6 of low fusing point glass powder is formed on the surface of the electrode 4 on the glass substrate 2, and a thin film barrier layer 8, 3000-3500Åthick, comprising an inductive member of a fusing point higher than a heating temperature for sealing the two glass substrates 2, 3 are formed on the surface of the dielectric layer 6. On the surface of the glass substrate 3, the dielectric layer 6, the thin film barrier layer 8, 3000-3500Åthick, and a phosphor layer 6 are formed. These glass substrates 2, 3 are put to face each other, and peripheral edges of the glass substrates 2, 3, and a glass frame body 9 are sealed by heating sealing agent comprising low fusing point glass.
