PURPOSE: To perform the paperless management of official documents by an identification card issue and a management server which manage the identification card file of a user and an official document operation management server which opens an official document in an official document storage file to the public or discards it according to the specific conditions of the user information file. CONSTITUTION: The identification card issue server S1 and management server S2 on a network system N issue and distribute identification card to a user U1. The user U1 shows operation conditions to the official document operation management server S3 according to the identification card and requests it to store a message, open it to the public, and discard it. The user U1 can make requests for the official document registration and protection of the message by utilizing a simple API; and a ciphering function is applied to the transmission and reception of the identification card and message without making the user U1 aware of it, and evidence information is attached. The official document operation management server S3. arbitrates trouble generated between users and acquires and inspects history information regarding the security to guarantee the transmission and reception of the message which should be handled secretly. |
