PURPOSE: To improve the quality of a specially reproduced picture by avoiding such a case where the rate is biased to a specific block between the total data quantity of blocks and the data quantity recorded in a sink block. CONSTITUTION: A high efficiency coding part 101 applies the orthogonal, conversion, quantization and coding to the input video signals in every block and generates the coding data and auxiliary data. A code value calculation part 102 calculates the data on every block from both coding and auxiliary data. A recording area decision part 103 decides the recording area of every block in a sink block, i.e., a storage unit of the coding and auxiliary data based on the data quantity ratio of every block. A format part 104 arranges the information on the recording areas in a fixed area of the sink block. Then a recording part 105 records the format data into a recording medium.
