PURPOSE: To analyze a fault quickly by sending only head information being a cause to the occurrence of the fault to a host computer earlier when the fault takes place in a short time and sending information after the head information altogether. CONSTITUTION: Only a state change 1 is transferred to a transmission packet generating section 204 as soon as a fault takes place and state changes 2-6 are stored in a buffer 213. The state changes 2-6 stored in the buffer 213 are outputted to an OR gate 215. The generating section 204 processes the transferred information into a packet and it is transferred to a transmission section 205. Then a packet including only the state change 1 is at first generated and transferred to the transmission section 205 and a packet including the state changes 2-6 is generated after the lapse of a set time after the occurrence of the state change 6 and transferred to the transmission section 205. The transmission section 205 sends the transferred packet to a host computer 206 via a network such as a LAN. That is, when the interval of the state changes after the state change 2 exceeds a set value, the information is transferred altogether.
