The invention concerns a self-emulsifiable formulation (SEOF) comprising an oily constituent and a surfactant, the SEOF being characterized in that the oily constituent contains an oily vector and a cationic lipid and, optionally, a lipophilic oily fatty alcohol. The oil-in-water emulsion produced by mixing the SEOF comprises positively charged oil droplets.
