Apparatus and method for managing as a file on a computer containing data such as moving pictures or audio information that is required to be inputted and outputted in real-time. In conventional apparatus, the data comprises discrete blocks of fixed capacity. The present invention manages the blocks as a compound body of significant data and blank data by regulating the amount of data within a block to a capacity that is determined by the transfer speed of the data to be handled, the performance of the storage media, and so on, so that the high speed property of editing by the discrete block style and real-time contiguous input-output of the data can be realized simultaneously.
