PURPOSE: To connect a clutch even when a pedal is actuated in a machine in which disconnection of a clutch and braking are carried out by actuating an inching pedal. CONSTITUTION: A slotted hole 19i is bored in the tip part of a link mechanism 19 which is interlocked and connected to an inching pedal 14, while an operation arm 23, which is interlocked and connected to a valve spool 17a, is locked in the slotted hole 19i freely movably, and an inching valve 17 is switched to be cut off when the inching pedal 14 is actuated. A plunger 27a side in an electromagnetic solenoid 27 is interlocked and connected to the operation arm 23, and the inching valve 17 on an OFF side is forcibly switched to an ON side by means of a protruding action of the plunger 27a following excitation of the electromagnetic solenoid 27a when a switch 26 arranged in a traveling speed change lever 10 is pushed.
