PURPOSE: To obtain a water permeable material having water permeability and strength compatible with each other. CONSTITUTION: Inorganic aggregate having 1000-2000μm average particle diameter, being <=5% in >=3000μm particle-sized materials and <=30% in <=350μm particle-sized materials and having preferably 1200-1400 deg.C m.p., is mixed with a calcining assistant, e.g. glaze, etc., and then is calcined at a temp. being 30-80 deg.C lower than the m.p. of the calcining assistant.
