PURPOSE: To form a hydrophilic film excellent in durability, hardness and transparency on the surface of an article by coating the surface of the article with a specified surface treating agent and carrying out heat treatment. CONSTITUTION: Phosphoric acid or its deriv. and boric acid or its deriv. are dissolved in water and/or an org. solvent to obtain a surface treating agent having 0.01-2mol/l concn. (expressed in terms of P2 O5 or B2 O3 ) and a molar ratio of 3:7 to 7:3 (expressed in terms of B2 O3 :P2 O5 ). The surface of an article made of glass, plastics, a metal, etc., is coated with the surface treating agent and heat treatment is carried out at 80-600 deg.C to form a hydrophilic film of 10nm to 100μm thickness on the surface of the article.
