PURPOSE: To obtain a new blue-emitting phosphor having a good color purity and good current-luminance characteristics (γcharacteristics). CONSTITUTION: The blue-emitting phosphor represented by the formula: (A1-x Tmx By)MO3 (wherein A is at least one element selected from among Ca, Sr and Ba; B is at least one element selected from among Li, Na, K and Ag; M is at least one element selected from between Zr and Hf; x is in the range: 0.00001<=x <=0.1, and y is in the range: 0<=y<=0.1).
