The device has a cutter cylinder (8) with blades (13), acting with a counter cylinder (4) with stationary cutter rails (16). A first cutter cylinder carrier (3) rotates at a first set RPM. The cylinder is located on the carrier, and rotates at a second RPM. The cylinder is phase-adjustable relative to the carrier. The speeds of cylinder and carrier are adapted to each other, so that during the cutting process, the blade executes a cutting movement, which is approx. radial to a pivot axis (7) of the counter cylinder.
