The system and method sets zones neccessary for heating or cooling within the vehicle by using the passenger detection sensor so as to improve the rapidity of the air conditioning and minimize the energy loss. The system comprises an air supplying means(10); an air curtain former(30) connected to the air supplying means(10) to partition the interior space with the air curtains; an air discharging means(60) connected to the air curtain former(30); the passenger detection sensor(200) detecting if there exist passengers within the vehicle, and generting the detected electric signals; a micro computer(80) controlling the overall functions.
