PURPOSE: To set an arbitrary frame or field image to a leading frame or field by setting the frame or field image corresponding to a specified identification signal to the leading frame or field of a group-of-the-picture(GOP) when that identification signal is detected. CONSTITUTION: A controller 2 supplies a designated time record STC as a desired frame image designate signal and a GOP number designate signal SGOP for designating the number of GOPs from a desired frame image to a video signal encoder 4. A VTR 3 sends a time record SVTC to the video signal encoder 4 as the identification signal of frame image. When, a cue code is detected from scheduled data SD corresponding to the time record SVTC, synchronously with the frame image, the video signal encoder 4 sets the frame image corresponding to the scheduled data SD containing this cue code to the leading frame of GOP.
