PURPOSE: To quickly, surely, intuitively, and directly select a required program from many programs. CONSTITUTION: For instance, reduced pictures obtained by reducing the pictures of nine programs are arrayed like a 3×3 matrix to constitute a multi-picture. Thus six program selecting pictures are generated by multi-picture generating circuits 201-1 to 201-6, encoded by respective MPEG video encoders 203-1 to 203-6 and then multiplexed by a multiplexer 211 so as to be transmitted through a single transmission channel. After executing error correction encoding processing and QPSK modulation by a transmission encoding device 221-1, the frequency of the signal is converted by an UP converter 224-1 and the frequency-converted signal is transmitted to a satellite through a mixer 225 and a paraboloidal antenna 55. A received multi-program is displayed as 3×3 full motion reduced pictures and a viewer can detect and directly select a required program from a preview consisting of these reduced pictures.
