PURPOSE: To cope with the operating pattern with a wide range by grasping the tendency of the water distributing amount, the state and the tendency of the water distributing amount of the water conveying part through a process of introducing the water distributing change amount, the water level deviation amount of a water purifying pump well and the water level deviation amount of a water distributing reservoir by means of a calculating unit composed of a fuzzy reasoning means, and correcting the operation or stop water level for the number of pumps on the basis of respective signals. CONSTITUTION: A calculating unit 8 is composed of a fuzzy reasoning means, the water level deviation amount HP of a water purifying pump well 3, the water level deviation amount HH of a water distributing reservoir 9, and the change amountΔQ of the flow rate of distributed water are reasoned as the input variables by the IF-THEN rule, and input into a water distributing reservoir water level setting unit 17 in which the operation and stopping water levels are set for the operating number of the water conveying pumps 4. The output of the water distributing reservoir water level setting unit 17, corrected by the value limited to the operating and stopping water level correcting value of the calculating unit 8 is compared with the water distributing reservoir water level measured by the water level gauge 10 by a comparator 18, and the pump number is controlled by a pump number control unit 19 according to the output value.
