PROBLEM TO BE SOLVED: To provide a digital video signal encoder capable of more effectively compressing data. SOLUTION: This encoder is provided with a DCT and quantization block 110 for transforming a video signal block to a quantized transformation coefficient set, a scanning block 120 for scanning the transformation coefficient set and generating the first and second sub sets of a transformation coefficient, a first RLC block 153 for converting the transformation coefficient of the first sub set to one or plural RLC codes, a first VLC block 163 for encoding the respective RLC codes and generating one or plural variable length code words, a second RLC block 155 for converting the transformation coefficient of the second sub set to one or plural RLC codes and a second VLC block 165 for encoding the respective RLC codes and generating one or plural variable length code words. |
