PURPOSE: To surely form a transmission line while reducing the degradation of transmission quality for the combination of a compression encoding system. CONSTITUTION: This transmitter is provided with a code decoding means 11 for converting and absorbing the difference of the forms of speech signals when the logic value of a command is specified between a direction and an inter-office transmission line whose bit rate is different from it, a bit rate adjustment means 13 for adding or eliminating dummy bits to/from the speech signals and absorbing the difference of the bit rate between the direction and the inter-office transmission line when the logic value takes an opposite value, a compression transmission system informing means 15 for being supplied with the identification information of the compression transmission system of the inter-office transmission line and adding the identification information to the speech signals sent out to the direction from the code decoding means 11 and the bit rate adjustment means 13 and a relay mode discrimination means 17 for discriminating the difference and omission of the identification information added to the speech signals from the direction and the identification information of the compression transmission system capable of being absorbed by the bit rate adjustment means 13 and attaining the command. |
