PURPOSE: To reduce the power consumption and the cost by providing a storage circuit reading video signals of two different lines and storing them to 1st and 2nd output sections simultaneously so as to reduce the circuit scale of the system converter converting an interlace image into a noninterlace image. CONSTITUTION: As to an interlace video signal DINT received by a video signal input terminal 63, a 1st/2nd field discrimination signal is given to a terminal 67. A CLK 2 has a frequency twice that of a CLK 1. A field buffer 70 has a 1-system of write port and 2-systems of read ports and stores the interlace video signal DINT and outputs the video signal to two output terminals 70A, 70B in the order of dots simultaneously. An arithmetic circuit 71 applies arithmetic operation of weighting coefficientα×(video signal D70B - video signal D70A) + video signal D70A} to the video signals D70A, D70B outputted from the video signal output terminals 70A, 70B to generate a non-interlace video signal DNON- INT.
