METHOD AND SCHEDULER FOR CONTROL OF TIME FOR PROVISION OF SERVICE BY SERVER TO ENTITY BY MEANS OF RATIO CONTROL

PROBLEM TO BE SOLVED: To provide an ideal scheduler which provides an access to a server for a user in a fair way. SOLUTION: When an entity 12 requests service from a server 14, a start time when the entity 12 first requests service and a finish time when the entity 12 is served are stored. If the entity 12 who has the earliest finish time is only one, the entity 12 is served. If the entity 12 who has the earliest finish time is more than one, service is sequentially offered to the entity 12 who has the earliest start time among them or the entity 12 based on a prescribed reference. If no entity 12 has a start time which is equal to or earlier than a virtual time, no entity 12 is provided with a service and after a prescribed time, a virtual time is increased by the one unit.
