PROBLEM TO BE SOLVED: To improve the entire coding efficiency by providing 1st and 2nd video signal generating means that codes a contour video signal and a video block and generates the coded signal and applying format processing to the 1st and 2nd video signals. SOLUTION: A 1st video signal encoder 20 detects a contour video signal of an object from a frame memory 10, encodes it, generates a coded contour video signal and provides an output of it to a formatting circuit 80. A video block generator 30 divides a video signal from the memory 10 and provides an output of the divided video block to a video image block re-configuration device 50 or a 2nd switching circuit 60 via a 1st switching circuit 40. The device 50 converts each video block into a proper block for conversion coding. A 2nd video signal encoder 70 codes video data included in each block not re-configured. The circuit 80 applies formatting to the contour video signal from the encoder 20 and a video signal from the encoder 70 and gives the result to a transmitter. |
