MOVING IMAGE COMPRESSION SYSTEM WITH GUARANTEED BIT GENERATION LIMIT

PROBLEM TO BE SOLVED: To limit the number of generated bits by limiting 1st number bits with a 1st limit, limiting 2nd number bits with a 2nd limit and placing the 2nd limit to be narrower than the 1st limit. SOLUTION: An input video signal Vo is fed to a correction encoder sub-system 11, from which an encoder information signal Io is fed to a detection sub- system 12 before each macro block is encoded. The system 12 gives a switching signal of each block taking a value of '1' or '0' to a correction MB bit stream generator 13. The generator 13 generates a compression indication with respect to each macro block MB and the compression indication is used to generate a bit stream C3 . A header bit stream generator 14 generates a sequence to generate a bit stream C4 , a GOP, an image and a slice header. A multiplexer 15 provides an output of a header bit and an MB bit as an output compression bit stream C5 .
