PROBLEM TO BE SOLVED: To provide a photochemical fluorescence sensor which captures material concentration of an antibody, enzyme, etc., with a simple method, and precisely reads measured data in a short time when concentration of an analysis material is changed little without using an electrode. SOLUTION: A bio-recognition layer 4 measuring concentration of an analysis material 8 in an object 1 is formed. An island layer 2 having islands 3 consisting of a conductive material whose diameter is 300nm or smaller is formed on a base material 1. The bio-recognition layer 4 is assigned on the island layer 2 which a spacer layer 5 in between, and peculiar fluorescence system 9 for adding to the object 1 is provided. The bio-recognition layer 4 can be confined with the analysis material 8 directly or with a molecule for connecting to the analysis material 8 in between, and, though quantum yield of the fluorescence system 9 is little at combining, it is intensely raised near the inland layer 2.
