PROBLEM TO BE SOLVED: To code a video signal effectively by obtaining a motion vector with respect to pixels included in each triangle on a current frame and providing the current frame predicted with the motion vector. SOLUTION: A current frame prediction block 150 predicts a current frame in the unit of pixels from a current frame signal from a 1st frame memory 100 and a preceding frame signal from a 2nd frame memory 124. Information of a triangle used to generate the predicted current frame signal is given to a line 17 and a motion vector of a set with respect to a feature point is given to a line L18. The triangle information on the line L17 and the motion vector on a line L18 is encoded by using a quantized transformation coefficient from a video signal encoder 105, and the variable length coding method or the like in an entropy coder 107 and the coded signal is transmitted at a prescribed transmission rate through a buffer 109. |
