PURPOSE: To reliably discharge the refuse by certain quantity by dumping refuse discharged from a household and a company into a storage tank by a dumping device, compressing it, filling in the tank and oscillating the refuse in the storage tank with an osciallting plate and rotating in a cylindrical drum. CONSTITUTION: This tank comprises a storage tank 3 disposed vertically, dumping device 2 which carries refuse discharged from a household and a company to the upper position and dumps it into the storage tank 3, an oscillating plate 14 which is disposed high at front side and low at back side of a discharging exit 7, and a discharging device 4 provided with a cylindrical drum 19 disposed at upper end of the discharging exit 7.
