<p>PROBLEM TO BE SOLVED: To surely prevent the unauthorized use of a vehicle having bidirectional communication with a master station, by examining whether the caution to the unauthorized use of a vehicle is transmitted or not on the basis of the received communication signal, and transmitting an operation enabling signal from the master station to the vehicle when the unauthorized use is not detected. SOLUTION: An owner of a vehicle selects the desired protection parameter for protecting the vehicle from a plurality of protection parameters (step ST101), and transmits the data to a stationary master station with the identification data of the vehicle (ST102). In the master station, the proper data file for vehicle and the data file of the other data such as the permission for passage are stored (ST103, 104). For example, in the first start of operation of the vehicle, it is independently informed to the master station (ST105), and whether the information is normal or not, and whether the vehicle is operatable or not are examined in the master station (ST106).
