At this time, the throttle valve 10 is so provided as to be opened and closed by being interlocked with the depressing operation of an accelerator pedal 42. When the operating state is the idle operating state, the solenoid 40 is turned on, the full close valve 36 is closed, and the intake air flow rate is made into the full close state. Moreover, when the operating state is normal, the solenoid 40 is turned off, the full close valve 36 is released, and the intake air flow rate is adjusted by the throttle opening.
