PURPOSE: To generate interpolation pictures on the basis of appropriate classification according to the features of input picture signals and to provide the picture signals of high resolution. CONSTITUTION: Frequency characteristics are classified and evaluated for respective prescribed block units for the input picture signals S1 in a frequency characteristic judgement part 21. Basing the classified result, a prescribed picture element pattern p3 is set to the input picture signals S1 of the block unit from plural picture element patterns p0, p1 and p2 and a space class C1 is set. Along with that, the classification is performed by switching the quantization bit number (k) of a picture element and setting a class code (ci ) in a data compression classification part 26 and the interpolation picture element of the input picture signals S1 is obtained by using a predicted coefficient or a predicted value based on the classified result.
