PURPOSE: To control the useless increase of line circuits inside a video server even when the capacity of one line becomes small and the number of the lines to be connected to the video server or the like becomes large in the medium information distribution service of video on-demand or the like. CONSTITUTION: One set of a prescribed subscriber group 104 housed in a distribution device 103 is made to correspond to plural distribution device side paths 110 on a distribution device side line 109 and the respective distribution device side paths 110 are connected to respective server side paths 106 on different server side lines 105 for connecting a medium server device 101 and an exchanging device 102.
