<p>PURPOSE: To prevent erroneous information in a resource managing cell from being updated and to recover an ATM network from congestion without deteriorating service quality even when the malfunction of a cell transmission part occurs. CONSTITUTION: The resource managing cell equipped with a switch 23 through which first and second virtual connections 24, 25 pass, or an area ER to describe a cell transfer rate value desired by a cell reception part is sent out from the cell transmission part 21 to the cell reception part 22 by using the first virtual connection 24, and the resource managing cell is sent out by folding from the cell reception part to the cell transmission part by using the second virtual connection. Cell transfer speed regulating parts 26, 27 store the value ER of the area of the resource managing cell transferred by using the first virtual connection, and detects the value of the area of the resource managing cell transferred by using the second virtual connection. When a detection value is larger than a stored value, the resource managing cell is transferred by rewriting the value in the area to the stored value.</p> |
