PURPOSE: To provide an interactive encoding and decoding processing system capable of highly efficiently encoding pictures in high quality. CONSTITUTION: The pictures are synthesized by correcting a picture model 205 set beforehand corresponding to input pictures in a deformation part 207 based on instruction input from an input part 202 and are displayed in a display part 206. Then, a parameter for indicating the state of correction performed to the picture model 205 is encoded in an encoding part 208 and further, the degree of the correction in the deformation part 207 is controlled based on the evaluated value and the predicted value of a generation code amount in a code amount evaluation part 209 and a code amount prediction part 210.
