A device using the method has an access switching subsystem subscriber(ASS-S,1-1) having ASP and ASIP, an access switching subsystem-ISDN(ASS-I,1-2), an access switching subsystem-SI(1-3), an interconnection network subsystem(INS,1-4) with a NTP, INP, SSP and SSW for controlling a number translation and switch connection, a central control subsystem(CCS,1-5) with OMP and APU for controlling and processing an operation and maintenance service totally, and inter processor communication(1-6).
