A valve includes a piston (20) which is mounted in a bore (24) intersecting a flow passage (14, 16) in valve body (10). The piston (20) divides the bore (24) into first and second chambers (22, 24). A reference pressure passage (26) communicates with the inlet (14) and the first chamber (22) of the bore. Springs (30) in the second chamber (24) bias the piston against the fluid pressure from the first chamber. A sleeve (32) on the piston is configured to variably sheath a cover (38) over the outlet (16) such that reciprocation of the piston (20) during initiation of fluid flow through the valve varies the effective area of openings in the cover (16) to achieve the desired differential pressure across the flow control throttle, thus setting the flow rate constant unless the throttle (48) position is changed.
