PURPOSE: To impose the charging of a charge by detecting a request signal from a vide terminal equipment to an animation image server, recognizing a content and starting or stopping charging count so as to monitor a time receiving a service actually with high accuracy. CONSTITUTION: A request signal sent from a video terminal equipment 1 to a control signal transmission line 20 is inputted to a request signal detection section 3 provided in a controller of a moving image service 2. The request signal detected by a detection section 3 is given to a detection signal recognition section 4, in which the significance of the signal is recognized. When the result of the recognition indicates a reproduction request signal, an automatic charging measurement section 5 starts charging count. When the result of the recognition indicates a stop signal or a tentative stop request signal, the charging count is stopped. Thus, in the case of charging at delivery service of an animation image the time when the user receives the delivery service of animation image data actually is monitored with high accuracy and the charge in response to the time receiving the service is charged. |
