CONSTITUTION: A heater 2 is electrically energized in a mid-night electrical power service time range to perform a boiling-up operation within a hot water tank 1, wherein at least a boiling-up temperature and a boiling-up time at this time are stored in a data storing device 9 and when a troubled state is diagnosed, the boiling-up temperature and the boiling-up time stored in the data storing device 9 are displayed and outputted to a displaying device 10.
