PURPOSE: To avoid the staining of a transfer material and to avoid the early deterioration of an image carrier by applying bias on a transfer member and a transfer cleaning member and providing a potential difference between the transfer member and the cleaning member. CONSTITUTION: The transfer cleaning member TCR is provided to freely contact to/separate from the image carrier 1 at the downstream position of the transfer member TR in the rotating direction of the image carrier 1. The transfer member TR and the cleaning member TCR are constituted of a bias applying terminal electrically connected to a shaft J and an elastic member formed in a roller state around the shaft J. Then, bias is applied on the shaft J of the cleaning member TCR from an external power source 14 functioning as a bias applying means. In such a case, mainly by the resistance of the elastic member of the transfer member TR and the cleaning member TCR, a current flowing between both of them becomes stable near an optimum value and the potential difference between both of them is kept constant.
