PURPOSE: To allow a mobile terminal equipment whose ID is not registered to be connected to a communication network by providing a guest access number to the ID. CONSTITUTION: A guest access number management table 2 manages a guest access number. A guest access number provision means 1 provides automatically a guest access number to an ID when a mobile terminal equipment with the ID not registered makes a connection request to the communication network so that the mobile terminal equipment makes information exchange with other terminal equipment and the mobile terminal equipment.
