FIELD: communications engineering. SUBSTANCE: system has at least one satellite 12, at least one control station 28, and many ground terminals 22 capable of establishing communication with satellite(s) 12. Control station 28 functions to predict communication line load in system and functional capabilities for time period to come, to generate system and individual prediction-based operating plans, to address each individual operating plan to respective satellite 12, to track system plan execution during period to come so as to find out if this plan is adequate, to generate new plan or its fragment so as to eliminate unwanted operations, to repeat preceding operations for each new period to come. Each satellite 12 functions to receive, store, execute, and control execution of its individual operating plan and, in case extra information is detected by unit, conveys it to station 28.
