PURPOSE: To avoid hand-shake correction to owing the hand-shake of a camera or the like when a moving object is in crossing in a picked-up image. CONSTITUTION: A motion vector detection section 3 divides the image pickup area of an image pickup section 1 into plural motion vector detection blocks and a motion vector for each block is detected from a video signal from the image pickup section 1 in a block corresponding to a peripheral part of the image pickup area. When the number of motion vectors below a prescribed level is a prescribed number or over, the motion vectors are regarded to be those by a moving object and shake-correction processing by a shake correction section 4 is not conducted. |
