PURPOSE: To obtain a digital video decoding system which reduces a needed storage space at the time of expanding compressed video data and reduces necessary memory and its method. CONSTITUTION: This device consists of an expanding unit 603 which is used to restore compressed video data to make it restored pixel block data when it is in a full motion video decode state, and to restore compressed video data to make it sub sampling block data when it is in a high resolution still picture restored state, frame memory 604 which is used to preserve restored pixel block data that is generically named pixel block data and sampling pixel block data and a display unit 605 which is used to restore the pixel block data and makes it an expanded frame.
