PURPOSE: To precisely encode an exciting signal and to obtain a decoded voice with a excellent phonemmatic property and high quality by selecting a voice source suitable for parts divided to a voiced part, a transient part and a silent part with an input voice decision means. CONSTITUTION: This device is provided with a voiced/silent/transient part decider 17, a voiced part voice source code book 19, a transient part voice source code book 20, a random signal generator 21 and a voiced/silent/transient part switcher 18. Further, a voice source selection means is constituted of the voiced part voice source code book 19, the transient part voice source code book 20, the random signal generator 21 and the voiced/silent/transient part switcher 18. Then, the voiced/silent/transient part decider 17 decides an input voice signal, and divides it to the voiced part, the transient part and the silent part, and the voice source selection means selects and optimum voice source for a divided part. Thus, the transient part of the voice signal is coded precisely, and the vocal sound property of the decoded voice is improved, and the high quality decoded voice is reproduced, and further, the precise voiced part voice source is selected. |
