PROBLEM TO BE SOLVED: To make dynamically processing time division efficient for frame continuous time by providing plural processing resources which are mutually and independently configurable and activating them in accordance with a time window in a frame. SOLUTION: A management device 1 sends a configuration message PM to resource R1-3 through an outputting part 10 and respectively allocates desired specific stage processing to them when it receives a message MES that identifies a new basic function stage of a mobile station. Here, for instance, it respectively sets specific stage processing that should be executed in time windows T1-3 for frame continuous time to the resources R1-3 , gives an activation signal ACT to each activation inputting part AC and makes it carry out desired specific stage processing in a prescribed time. The resources R1-3 are respectively provided with, e.g. three independent buffer memory, and each buffer memory stores a control word of a radio transmitter-receiver and a data sample which is transmitted/received through the radio transmitter-receiver.
