The resistance is formed by multiple fine wires embedded in a plastic sheet. The sheet has adhesive on one side to allow it to be attached to the face of a mirror. The sheet is attached to a special paper, which can be rolled or flat, for handling and for sale, and is detached by the user immediately before use. The power dissipation of the sheet is between 3 and 6 watt per square decimetre, which is sufficient to remove moisture without raising the temperature of the mirror surface significantly. If the resistance surface is smaller than the mirror, a peripheral higher resistance region (2) ensures heat spreads from the edges. If the resistance surface is greater than the surface area of the mirror the edges of the resistance sheet can be cut to fit it to the mirror.
